Government rules
Problem:
Government rules for accreditation of schools that produce health professionals are failing to respond to rapid progress in information-communication technology. This includes distance learning and distance appraisal of knowledge and patient care abilities.
Answer:Provide an alternative to schools that produce health professionals. Good alternatives are websites based in GKF that include 3 knowledge bases to produce world certifed health professionals approved by governments in a global-local perspective.
Problem:Government rules affect patient-clinic records, treatment indications, procedure patterns, health care facilities and payment methods with undue influence from political, commercial and other special interests.
Answer:The Global health care system based on GKF is designed to minimize need for government rules and influence from political and other special interests in the field of health care.

Professional schools
Problem:
Those with investment or roles in schools that produce professionals may resist website based education that provides government certified health professionals.
Answer:Schools are converted to research institutes with graduate students where school trustees, faculty and staff can best manifest their knowledge and imagination.

Problem:It is difficult for faculty to change school terminology and the procedure habits being taught. The various procedure habits of teachers and school terminology are not compatible with patient care in a global-local perspective.
Answer:Governments certify health professionals who learn from GKF based website in approved community and patient care facilites. Computers can show these GKF and habit based terms side-by-side.

Professional terms
Problem:
Much effort is exerted to standardize professional terms based in regional literacy such as Latin, English or Mandarin in texts for health professionals.
Answer:Make electronic texts based in GKF terms with paper based printouts.

Product based habits
Problem:
Habits of care providers are largely acquired from adaptation to products used for patient care. These habits deter adoption of a global principle for procedure.
Answer:Replace products with GKF(pd) based system components that fit into the global health care system. Provide pd exercises with GKF based communication.

Global-local commerce
Problem:
Conflict exists between e-commerce and local dealers of products that are not acceptable components of a global health care system.
Problem:Big differences exist in purchase power of country currencies that cause decisions based on price rather than global quality.
Answer:GEPEC tests proposals for global health care system technology. GEPEC accepted global system components are available only in e-dommerce. (See GEPEC in the menu with its example in mouth care).

Global health professional-a person certifed by one, some or all governments (WHO?) as qualifed to provide patient or community care throughout the world.
